Added
- Release notes are drafted from commit history, reviewed by a person, and published to whoever should see them. A note carries a status and a visibility, so an internal note and a public one are one record with two audiences rather than two lists to keep in sync.
- Repositories are configured per installation, and every run keeps the snapshot it worked from.

WOS as an OAuth2 identity provider

- Your other internal tools can sign people in through WOS: one account, one set of permissions, and one place to revoke access when somebody leaves.

- Two-factor authentication on sign-in.
- A second prompt on sensitive actions inside a session that already passed it. Approving a payout is not the same as reading a page.
